BACKGROUND 

 The Texas Supreme Court is required by Section 3a, Article V of the Texas
Constitution to sit at the seat of government (Austin). 


PURPOSE

 H. J. R. 62 would authorize the Supreme Court to sit at any location in
the state. While it is anticipated that the authority would be used only
occasionally, sitting outside of Austin would enable more citizens of the
state to attend the Court's proceedings and thereby enhance knowledge and
understanding of the highest court in the state for civil matters as well
as the separate branches of government generally. 


RULEMAKING AUTHORITY

 It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 


SECTION BY SECTION ANALYSIS

 SECTION 1 amends Section 3a, Article V, Texas Constitution, to authorize
the Supreme Court to sit in any location in the state.
