BACKGROUND 

Currently, certain persons are entitled to service of citation on the
filing of certain petitions.  This bill will provide that the attorney
general is entitled to service of citation when certain petitions
affecting the parent-child relationship are filed. 

PURPOSE

As proposed, S.B. 11 provides that the attorney general is entitled to
service of citation when certain petitions affecting the parent-child
relationship are filed. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 102.009(a), Family Code, to provide that the
attorney general is entitled to service of citation on the filing of a
petition in an original suit, if the petition requests the termination of
the parent-child relationship and the Title IV-D agency has filed with the
court a notice of assignment under Chapter 231 with respect to the support
rights of the child. 

SECTION 2. Effective date: September 1, 1997.

SECTION 3. Emergency clause.
