DIGEST 

Currently, persons who receive cash assistance and elect to participate in
the state's mandatory work or jobs opportunities and basic skills (JOBS)
training program, despite their exemption, are granted an additional six
months of transitional benefits.  Problems have arisen, however, in cases
where there is a waiting list or volunteers fail to participate.  This
bill ensures that only those volunteers who actually participate in the
JOBS program are eligible for additional transitional benefits.   

PURPOSE

As proposed, S.B. 57 changes the participation requirement for certain
recipients of Aid to Families with Dependent Children in the jobs
opportunities and basic skills (JOBS) training program.   

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 31.012(c), Human Resources Code, to require the
Texas Department of Human Services, notwithstanding Sections 31.0035(b)
and 32.0255(b), to provide six months of transitional benefits in addition
to the applicable limit prescribed by Section 31.0065 to a person who is
exempt under this subsection and who voluntarily participates, rather than
who volunteers to participate, in a program under Subsection (a)(2). 

SECTION 2. Effective date:  September 1, 1997. 
          Makes application of this Act prospective.

SECTION 3. Emergency clause.
