BACKGROUND

Currently, persons receiving financial assistance under Aid to Families
with Dependent Children are required to attend all class components of
parenting skills training.  Problems have arisen because not all
components are offered in every geographical area and not all components
are pertinent to the needs of the mother.  This bill permits these persons
to attend only those parenting class components appropriate to their
needs. 

PURPOSE

As proposed, S.B. 60 establishes parenting skills training for certain
recipients of Aid to Families with Dependent Children. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 31.0031(d), Human Resources Code, to require a
responsibility agreement to require that each dependent child younger than
18 years of age or teen parent younger than 19 years of age attend school
unless the child is specifically exempted from attendance under Section
25.086, rather than Section 21.033, Education Code.  Requires the
responsibility agreement to require each recipient to attend appropriate
parenting skills training classes, as determined by a needs assessment.  

SECTION 2.  Amends Section 31.0135(b), Human Resources Code, to require
parenting skills training to include one or more components of the
parenting skills training program that the Texas Department of Human
Services determines will be useful to the caretaker relative or parent.
Makes a conforming change.   

SECTION 3.  Emergency clause.
                       Effective date:  upon passage.
