SRC-CDH S.B. 60 75(R) BILL ANALYSIS Senate Research CenterS.B. 60 By: Zaffirini Health and Human Services 1-27-97 As Filed DIGEST Currently, persons receiving financial assistance under Aid to Families with Dependent Children are required to attend all class components of parenting skills training. Problems have arisen because not all components are offered in every geographical area and not all components are pertinent to the needs of the mother. This bill permits these persons to attend only those parenting class components appropriate to their needs. PURPOSE As proposed, S.B. 60 establishes parenting skills training for certain recipients of Aid to Families with Dependent Children. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Requires the responsibility agreement to require each recipient to attend appropriate parenting skills training classes, as determined by a needs assessment. SECTION 2.
