TWT S.B. 120 75(R)BILL ANALYSIS TRANSPORTATION S.B. 120 By: Madla (McClendon) 4-16-97 Committee Report (Unamended) BACKGROUND Bishop Ernest Thomas Dixon, Jr., led a life of exemplary scholarship and service. From humble origins in San Antonio, Bishop Dixon rose to excellence, graduating from Drew Theological Seminary to become ordained as deacon at the Tuskegee Institute. He then served as President of Philander Smith College in Little Rock and was elected to the episcopacy. Bishop Dixon continued to serve in a number of prestigious positions, including President of the Texas Conference of Churches and President of the General Board of Higher Education and Ministry, and received a number of honorary degrees. This bill would name a portion of United States Highway 87 in Bexar County in Bishop Dixon's honor. PURPOSE As proposed, S.B. 120 designates a portion of United States Highway 87 in Bexar County as the Bishop Ernest T. Dixon, Jr., Memorial Parkway. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.034, as follows: Sec. 225.034. Provides that United States Highway 87 from its intersection with Interstate Highway 410 in Bexar County to its intersection with Loop 1604 is designated as the Bishop Ernest T. Dixon, Jr., Memorial Parkway. Requires the Department of Transportation (department) to design and construct memorial markers indicating the highway number, the designation as the Bishop Ernest T. Dixon, Jr., Memorial Parkway, and any other appropriate information. Requires the department to erect a memorial marker at each end of the parkway and at intermediate sites along the parkway that the department determines are appropriate. SECTION 2. Emergency clause. Effective date: upon passage.
