In order to qualify for the residential tuition rates, the Air Force personnel must have been stationed at a base in Texas upon enrolling in the program. Other branches of the military have indicated interest in MSU's radiological sciences degree. This bill would allow MSU to offer courses in radiological sciences via teleconferencing to personnel in all branches of the military. PURPOSE As proposed, C.S.S.B. 128 authorizes the governing board of Midwestern State University (board) to set the tuition rates for the United States military personnel enrolled in the bachelor of science or master of science degree program in radiological sciences at Midwestern State University. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 54.058(h), Education Code, to authorize the governing board of Midwestern State University (board) to set the resident and nonresident tuition rates for the United States military personnel enrolled in the bachelor of science or master of science degree program in radiological sciences at Midwestern State University at rates the board considers appropriate. Authorizes the board to exempt those military personnel from paying required fees. Sets forth the amount of tuition to be charged to a resident member of the armed forces under this subsection. Provides that military personnel enrolled in one of the programs by instructional telecommunication are entitled to pay tuition provided by the board under certain conditions. SECTION 2. Provides that this Act applies beginning with the 1997 fall semester. SECTION 3. Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE CHANGES Amends Section 1, Section 54.058(h), Education Code, to authorize the governing board of Midwestern State University to set the resident and nonresident tuition rates for the United States military personnel enrolled in the bachelor of science or master of science degree program in radiological sciences at Midwestern State University at certain rates. Sets forth who is entitled to pay tuition.
