SRC-HRD S.B. 186 75(R) BILL ANALYSIS Senate Research CenterS.B. 186 By: Madla Intergovernmental Relations 1-22-97 As Filed DIGEST Currently, Texas law requires all peace officers to receive 40 hours of approved training every 24 month period. One of the purposes of S.B. 1135 (Texas Commission on Law Enforcement Officer Standards and Education Bill), which passed during the 74th Legislature, was to create a fund to offset the cost of training paid for by local law enforcement agencies. This bill authorizes the use of this fund only for local law enforcement agencies rather than for local and state law enforcement agencies. PURPOSE As proposed, S.B. 186 provides that state general revenue funds that are allocated to the continuing education of peace officers go to persons who are compensated by a political subdivision of the state. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 415.0845(a), Government Code, to require the comptroller to allocate money deposited in the general revenue fund to the credit of law enforcement officer standards and education account for expenses related to the continuing education of persons licensed under this chapter so that 80 percent of the money is allocated to all local law enforcement agencies and is reserved for a person who is compensated by a political subdivision of the state, rather than by the state or a political subdivision of the state, and is entitled to all employee benefits by the political subdivision, rather than by the state or the political subdivision. SECTION 2. Effective date: December 31, 1997. SECTION 3. Emergency clause.
