BACKGROUND 

The lake planning commission of lakes Tawakoni and Ray Roberts was created
by Acts 1989, 71st Leg., ch. 1, 52(a), effective Aug. 28, 1989.  The City
of Sanger, which is affected by the planning commission  was inadvertently
left off and therefore is not represented on the commission.  However, the
commission has been mindful of Sanger's concerns thus far.  Also,
commission members have requested the authority to designate a proxy to
attend commission meetings. 

PURPOSE

The purpose of SB 209 is to include the City of Sanger on the lake
planning commission and to allow the mayors serving on the commission to
designate a proxy to attend commission meetings. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 231.107, Local Government Code, by amending
Subsection (a) and adding Subsection (d). 

 Subsection (a)  is amended to include language that is more inclusive, so
that it adds municipalities whose extraterritorial jurisdiction includes
any part of the lake area to the commission. 

 Subsection (d) allows a mayor serving on the commission to designate
another person to serve in their place at commission meetings. 

SECTION 2.  Effective date September 1, 1997.

SECTION 3. Emergency Clause.
