DIGEST 

Currently, Texas law requires the minimum daily classroom course segments
for any real estate continuing education program to be three hours in
length.  Other professions have much less or no minimum daily classroom
course segments.  The effect of the current statute is that a real estate
broker or salesman cannot attend a one- or two-hour education program and
receive credit for continuing education.  The real estate industry
reported that there are a number of programs less than three hours in
length that are educational and pertinent to the practice of real estate.
This bill changes the minimum daily classroom course segments for
continuing education requirements from three hours to one hour without
changing the total hours required for renewal.   

PURPOSE

As proposed, S.B. 223 reduces minimum daily classroom course segments for
continuing education requirements for real estate brokers and salesmen
from three hours to one hour. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 7A(a), Article 6573a, V.T.C.S., to require daily
classroom course segments taken to meet continuing education requirements
for real estate brokers and salesmen to be at least one hour, rather than
three hours, long but not more than 10 hours long. 

SECTION 2. Effective date: September 1, 1997.

SECTION 3. Emergency clause.
