TWT S.B. 303 75(R)BILL ANALYSIS TRANSPORTATION S.B. 303 By: Brown (Wohlgemuth) 5-1-97 Committee Report (Unamended) BACKGROUND Currently, the legislature has authorized a special license plate for disabled veterans without payment of a registration fee to eligible veterans. Disabled veteran license plates are the only special license plates for which veterans must pay a $3 transfer fee. PURPOSE As proposed, S.B. 303 authorizes an owner to register another vehicle without charge if a license plate is cancelled under Section 502.254(f)(1), Transportation Code. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.254(g), Transportation Code, to provide that if a license plate issued under this section is cancelled under Subsection (f)(1), the owner is authorized to register another vehicle under this section without charge. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
