SRC-AAA S.B. 303 75(R) BILL ANALYSIS Senate Research CenterS.B. 303 By: Brown Finance 2-6-97 As Filed DIGEST Currently, the legislature has authorized a special license plate for disabled veterans without payment of a registration fee to eligible veterans. Disabled veteran license plates are the only special license plates for which veterans must pay a $3 transfer fee. This bill provides that if a license plate is cancelled under Section 502.254, Transportation Code, an owner may register another vehicle without charge. PURPOSE As proposed, S.B. 303 authorizes an owner to register another vehicle without charge if a license plate is cancelled under Section 502.254(f)(1), Transportation Code. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.254(g), Transportation Code, to provide that if a license plate issued under this section is cancelled under Subsection (f)(1), the owner is authorized to register another vehicle under this section without charge. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
