DIGEST 

Currently, Fort Bend County has the highest average population per
district court among counties of similar size in Texas.  The last time a
new district court was created for Fort Bend County was in 1981.  This
bill creates the 414th and 415th Judicial Districts in Fort Bend County.
The 414th Judicial District would be a court of general jurisdiction,
while the 415th Judicial District would give preference to family law
cases.  

PURPOSE

As proposed, S.B. 304 creates the 414th and 415th Judicial Districts in
Fort Bend County. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 24C, Government Code, by adding Sections 24.557
and 24.558, as follows: 

Sec. 24.557. 414TH JUDICIAL DISTRICT (FORT BEND COUNTY).  Provides that
the 414th Judicial District is composed of Fort Bend County. 

Sec. 24.558.  415TH JUDICIAL DISTRICT (FORT BEND COUNTY).  Provides that
the 415th Judicial District is composed of Fort Bend County.  Requires the
415th Judicial District to give preference to family law cases. 

SECTION 2. Effective date: September 1, 1997.

SECTION 3. Emergency clause.
