DIGEST 

Currently, when cities annex large communities, fire and police protection
services are dispersed between the newly annexed communities and older,
large inner-city communities.  This policy renders the communities as
recipients of less than efficient protective services.  C.S.S.B. 307
requires a municipality with a population of more than 500,000 to maintain
firefighter and police personnel ratios after any annexation procedures. 
 
PURPOSE

As proposed, C.S.S.B. 307 outlines provisions relating to annexation
service plan requirements for certain municipalities. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 43.056(e), Local Government Code, to prohibit a
service plan from resulting in a reduced ratio of firefighters, emergency
medical personnel, and police officers per capita in a municipality with a
population of more than 500,000, the majority of which is located in a
county with a square mileage of more than 1,2000, than the ratio that
existed immediately before the date of annexation.  Makes conforming
changes. 

SECTION 2. Makes application of this Act prospective.

SECTION 3. Emergency clause.
  Effective date: 90 days after adjournment.

SUMMARY OF COMMITTEE CHANGES

SECTION 1. 

Deletes proposed text regarding a municipality with a population of more
than one million. Amends Section 43.056(e), Local Government Code, by
adding text regarding a municipality with a population of more than
500,000.
