DIGEST 

Currently, the board of port commissioners for the Port of Port Arthur
Navigation District of Jefferson County, Texas,  is one of three port
commissions in Texas required to meet twice a month. Members of the board
of port commissioners have found that one meeting per month will suffice
and would like to change the requirements to once a month.  A vote by the
majority of the board would still allow the board to meet more often.
S.B. 327 requires the board of port commissioners to hold meetings at
least once a month. 

PURPOSE

As proposed, S.B. 327 outlines provisions regarding the regular meetings
of the board of port commissioners of the Port Arthur Navigation District
of Jefferson County, Texas. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 16, Chapter 197, Acts of the 58th Legislature,
Regular Session, 1963, to require the board of port commissioners to hold
regular meetings at least once each month, rather than twice each month. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
