MMA S.B. 338 75(R)BILL ANALYSIS HIGHER EDUCATION S.B. 338 By: West, Royce (Wolens) 4-24-97 Committee Report (Unamended) BACKGROUND Texas Chiropractic College and Parker College of Chiropractic are the only two chiropractic schools in Texas. Currently, the Texas Higher Education Coordinating Board may contract with Texas Chiropractic College and Parker College of Chiropractic only if no public school of chiropractic is established. PURPOSE S.B. 338 would allow the Texas Higher Education Coordinating Board to contract with Texas Chiropractic College and Parker College of Chiropractic in addition to any public school of chiropractic that might be established. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 61.772, Education Code by deleting the reference to Subsection (b) in Subsection (a) and repeals Subsection (b) which prohibits the Texas Higher Education Coordinating Board from contracting with the Texas Chiropractic College and Parker College of Chiropractic if a public school of chiropractic is established.
