DIGEST 

Currently, the Cypress Valley Navigation District maintains the waterways
of Big Cypress Bayou and Caddo Lake located in Marion and Harrison
counties.  The statute creating the Cypress Valley Navigation District
requires a quorum of at least eight members of the board of directors out
of a total membership of 10.  Because it can be difficult to have eight
board members present for each of the meetings, the Cypress Navigation
District has requested that the statute be amended to allow a quorum of
six board members.  S.B. 404 requires the quorum of the board of directors
to consist of at least six members.   

PURPOSE

As proposed, S.B. 404 outlines provisions regarding the quorum
requirements for the board of directors of the Cypress Valley Navigation
District. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 7, Article 8280-340, V.T.C.S., to require a
quorum at all meetings of the board of directors of the Cypress Valley
Navigation District (board) to consist of at least six members rather than
eight members.     

SECTION 2. Emergency clause.
  Effective date: upon passage.
