DIGEST 

Currently, the Texas Workforce Commission (TWC) is charged with operating
an integrated workforce development system in Texas.  One of the
recommendations from Disturbing the Peace was for the development of a
comprehensive report from TWC on the state's effort to integrate its
workforce development system, including its "one-stop" program experience.
The recommendation noted that the "report should identify the issues and
problems to be addressed, and a date by which all services at the local
level should be integrated into a network of full-service career
development centers." This bill would require TWC to prepare such a
comprehensive report recommended by Disturbing the Peace no later than
February 1, 1999.  
 
PURPOSE

As proposed, S.B. 417 requires the Texas Workforce Commission to prepare a
comprehensive report on the efforts made by Texas in integrating the
delivery of state services regarding certain workforce development
programs.    

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 301D, Labor Code, by adding Section 301.0655, as
follows: 

Sec. 301.0655.  REPORT.  Requires the Texas Workforce Commission (TWC) to
prepare a comprehensive report on the efforts made by Texas in integrating
the delivery of state services regarding job training, employment,
employment-related educational programs, career development programs, and
other workforce development programs.  Sets forth the requirements for the
report.  Requires TWC to issue the report no later than February 1, 1999.
Provides that this section expires March 1, 1999. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
