SRC-MAX C.S.S.B. 438 75(R)BILL ANALYSIS Senate Research CenterC.S.S.B. 438 By: Armbrister State Affairs 2-19-97 Committee Report (Substituted) DIGEST The view of the Texas State Capitol Building is expressly protected by Article 6145-13, V.T.C.S., in the form of site corridors. S.B. 438 provides an exemption from these site corridors for the restricted expansion of the Darrell K Royal - Texas Memorial Stadium. PURPOSE As proposed, C.S.S.B. 438 exempts the Darrell K Royal - Texas Memorial Stadium from certain provisions of Article 6145-13, V.T.C.S. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 50, Article 6145-13, V.T.C.S., by adding Section 7, as follows: Sec. 7. APPLICATION TO DARRELL K ROYAL - TEXAS MEMORIAL STADIUM. Provides that this Act does not apply to the construction, renovation, or equipment of the structure known as Darrell K Royal - Texas Memorial Stadium and related improvements to that structure. Prohibits the height of the structure or a related improvement from exceeding 666 feet above sea level. SECTION 2. Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE CHANGES Amends SECTION 1, Section 7, Article 6145-13, V.T.C.S., to make standard formatting changes without changing the intent of the bill.
