JKM S.B. 459 75(R)BILL ANALYSIS ECONOMIC DEVELOPMENT S.B. 459 By: Ellis (Lewis, Glenn) 4-29-97 Committee Report (Unamended) BACKGROUND Currently, the administration of the state's child care services is handled by the Texas Workforce Commission (TWC). Beginning September 1, 1997, local workforce development boards, under the auspices of TWC, will begin assuming responsibility for the management of child care services in their areas. Representatives of child care services are not included as members of local workforce development boards under Chapter 2308F, Government Code. This bill would require that at least one of the members of a local workforce development board to have expertise in child care or early childhood education. PURPOSE S.B. 459 requires at least one of the members of a local workforce development board to have expertise in child care or early childhood education. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 2308.256, Government Code, by adding Subsection (g), to require at least one of the members of a local workforce development board appointed under Subsection (a), in addition to the qualifications required for the member under that subsection, to have expertise in child care or early childhood education. SECTION 2. Effective date: September 1, 1997. Makes application of this Act prospective. For boards created before the effective date of this Act, officials shall appoint new members that reflect the membership requirements of this Act as vacancies occur or as the terms expire. SECTION 3. Emergency clause.
