SRC-JFA S.B. 459 75(R) BILL ANALYSIS Senate Research CenterS.B. 459 By: Ellis Economic Development 3-2-97 As Filed DIGEST Currently, the administration of the state's child care services is handled by the Texas Workforce Commission (TWC). Beginning September 1, 1997, local workforce development boards, under the auspices of TWC, will begin assuming responsibility for the management of child care services in their areas. Representatives of child development and child care entities are not included as members of local workforce development boards under Chapter 2308F, Government Code. This bill would include such representatives as members of local workforce development boards. PURPOSE As proposed, S.B. 459 includes representatives of child development and child care entities as members of a local workforce development board. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 2308.256(a), Government Code, to include representatives of child development and child care entities as members of a local workforce development board. Makes conforming changes. SECTION 2. Effective date: September 1, 1997. Makes application of this Act prospective. SECTION 3. Emergency clause.
