DIGEST 

Currently, there is no highway in Texas to commemorate our state's
veterans who fought in the Korean War.  Precedent exists to designate a
highway the Texas Korean War Veterans Memorial Highway because the 68th
Legislature designated U.S. Highway 83 the Texas Vietnam Veterans Memorial
Highway.  In addition, in honor of our state's World War II veterans,
State Highway 71 has been designated the 10th Mountain Division Memorial
Highway and State Highway 36 is named the 36th Division Memorial Highway.
This bill would designate a portion of State Highway 6 as the Texas Korean
War Veterans Memorial Highway. 

PURPOSE

As proposed, S.B. 463 designates State Highway 6 from the Red River in
Hardeman County to its intersection with Interstate Highway 45 in
Galveston County as the Texas Korean War Veterans Memorial Highway, and
sets forth the responsibilities of the Texas Department of Transportation
in respect to marking the highway. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 225B, Transportation Code, by adding Section
225.034, as follows: 

Sec. 225.034.  TEXAS KOREAN WAR VETERANS MEMORIAL HIGHWAY.  Provides that
State Highway 6 from the Red River in Hardeman County to its intersection
with Interstate Highway 45 in Galveston County is designated as the Texas
Korean War Veterans Memorial Highway.  Requires the Department of
Transportation (department) to design and construct memorial markers
indicating the highway number, the designation as the Texas Korean War
Veterans Memorial Highway, and any other appropriate information.
Requires the department to erect a marker at each end of the highway and
at appropriate intermediate sites along the highway. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
