DIGEST 

Currently, the law does not allow a non-governmental entity that works in
conjunction with a state agency to contract with that agency for the
purpose of leasing office space.  Several state agencies that specifically
work with children, along with children's advocacy centers, are attempting
to procure space in the same building for the purpose of coordinating
their services to children.  This bill authorizes space to be leased,
through a negotiated contract, to a children's advocacy center. 

PURPOSE

As proposed, S.B. 478 authorizes space to be leased, through a negotiated
contract, to a children's advocacy center. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 2167.051, Government Code, to authorize space
to be leased through a negotiated contract from a children's advocacy
center established under Chapter 264E, Family Code, among other
governmental entities.    

SECTION 2. Emergency clause.
  Effective date:  upon passage.
