SRC-TNM S.B. 487 75(R) BILL ANALYSIS Senate Research CenterS.B. 487 By: Zaffirini State Affairs 2-24-97 As Filed DIGEST Currently, many of Texas' vocational rehabilitation services range from needs assessment through resume development, interviewing techniques and job search skills, and on-the-job assistance. The Texas Rehabilitation Commission's (TRC) client services are provided through agency-approved vendors on a fee-for-service basis. A 1993 study found that at least 11 states utilize performancebased contracts instead of fees for service to reimburse vocational rehabilitation providers. The goal of S.B. 487 is to utilize this reimbursement strategy within TRC's vocational rehabilitation program. PURPOSE As proposed, S.B. 487 outlines provisions regarding payment under contracts with the Texas Rehabilitation Commission for vocational rehabilitation services. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 111C, Human Resources Code, by adding Section 111.061, as follows: Sec. 111.061. CONTRACT PAYMENT. Requires the Texas Rehabilitation Commission to base payment under a contract for vocational rehabilitation services on outcome-based performance standards defined in the contract. SECTION 2. Effective date: January 1, 1998. Makes application of this Act prospective. SECTION 3. Emergency clause.
