DIGEST 

Currently, counties receive no state funding for expenses incurred in
connection with early voting in a primary election.  S.B. 508 authorizes
state funds to be spent to pay expenses incurred  by counties in
connection with primary election early voting operations.  The bill also
authorizes the secretary of state to grant, deny, or limit the amount of
state funds requested. 

PURPOSE

As proposed, S.B. 508 authorizes a county to request state funds for the
payment of expenses incurred  in connection with early voting in a primary
election and authorizes the secretary of state to grant, deny, or limit
the amount of state funds requested. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 173.003, Election Code,  to authorize a county
to request state funds for the payment of expenses incurred under
Subsection (a) in the manner prescribed by the secretary of state.
Authorizes the secretary to grant, deny, or limit the amount of state
funds requested under this subsection.  Makes a conforming change. 

SECTION 2. Effective date:  September 1, 1997.

SECTION 3. Emergency clause.
