DIGEST 

Currently, the governor is required to appoint 12 members to the State
Board for Educator Certification.  Five members appointed must be citizens
who are not and have not been employed by certain entities.  This bill
requires five of the 12 members appointed to not be currently employed and
to not have been employed by certain entities, in the five years preceding
the appointment. 

PURPOSE

As proposed, S.B. 520 requires five of the 12 members appointed to the
State Board for Educator Certification to not be currently employed and to
not have been employed by certain entities, in the five years preceding
the appointment. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 21.033(a), Education Code, to provide that five
members of the State Board for Educator Certification appointed by the
governor must be citizens who are not and have not been, in the five years
preceding appointment, employed by a public school district or by an
educator preparation program in an institution of higher education. 

SECTION 2. Makes application of this Act prospective.

SECTION 3. Emergency clause.
  Effective date: upon passage.
