SRC-JRN S.B. 522 75(R) BILL ANALYSIS Senate Research Center S.B. 522 By: Bivins Education 3-3-97 As Filed DIGEST Currently, the law requires a student meeting certain requirements to be promoted to the next grade level at the beginning of the next school year. A student who participates in an extended year program and who attends at least 90 percent of the program days of the program is required to be promoted to the next grade level at the beginning of the next school year, unless the parent requests that the student not be promoted. This bill requires a student to satisfy certain requirements for promotion which include academic achievement or proficiency of subject matter in a course or grade level, as well as attendance requirements. PURPOSE As proposed, S.B. 522 requires a student participating in an extended year program to satisfy certain requirements for promotion, which include academic achievement or proficiency of subject matter in a course or grade level, as well as attendance requirements. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 29.082(e), Education Code, to require a student who satisfies the requirements for promotion prescribed by Section 28.021 (Student Advancement), Education Code, to be promoted to the next grade level at the beginning of the next school year. SECTION 2. Provides that this Act applies beginning with the 1997-1998 school year. SECTION 3. Emergency clause. Effective date: upon passage.
