SRC-AAA S.B. 581 75(R) BILL ANALYSIS Senate Research Center S.B. 581 By: Ratliff Finance 2-20-97 As Filed DIGEST Currently, 15 percent of the gross revenue accruing from the sale of lottery tickets is provided for administrative costs. Of this amount 5 percent is allocated to the retailers who actually sell the lottery tickets and 7 percent is used for administrative costs. The remaining 3 percent is transferred to the unobligated portion of the general revenue fund. This bill lowers the percentage of gross revenue to be used to pay certain fees to 12 percent and eliminates the need for a transfer to the unobligated portion of the general revenue fund. PURPOSE As proposed, S.B. 581 lowers the percentage of gross revenue from the state lottery to be used to pay certain fees to 12 percent. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 466.355(b), Government Code, to authorize money in the state lottery account to be used for costs incurred in the operation and administration of the lottery, provided that the costs may not exceed an amount equal to 12 percent, rather than 15 percent, of gross revenue accruing from the sales of tickets in that biennium. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
