SRC-AAA S.B. 591 75(R) BILL ANALYSIS Senate Research Center S.B. 591 By: Gallegos Finance 3-13-97 As Filed DIGEST Currently, the University of Houston Downtown is the only general academic institution in the state that is statutorily precluded from offering course work beyond a baccalaureate degree. This bill would require the University of Houston Downtown to offer undergraduate and graduate programs subject to the authority of certain entities. PURPOSE As proposed, S.B. 591 requires the University of Houston Downtown to offer undergraduate and graduate programs subject to the authority of certain entities. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 111.92, Education Code, to require the University of Houston Downtown to be organized to offer under graduate and graduate programs subject to the authority of the board of regents of the University of Houston System and the Texas Higher Education Coordinating Board. SECTION 2. Emergency clause. Effective date: upon passage.
