DIGEST 

In 1971, the Institute for Urban Studies at the University of Houston was
created.  This institute has not been functioning in this capacity in
recent years, while the Center for Public Policy has assumed the function
of holding forums for discussion and analysis of societal problems.  This
bill would change the name of the institute to the Center for Public
Policy.  

PURPOSE

As proposed, S.B. 730 changes the name of the Institute for Urban Studies
at the University of Houston to the Center for Public Policy.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 111D, Education Code, as follows:

SUBCHAPTER D.  New heading:  CENTER FOR PUBLIC POLICY

Sec. 111.61. New heading:  CREATION OF CENTER; LOCATION.  Requires the
board of regents (board) of the University of Houston to establish and
maintain a Center for Public Policy (center),  rather than an institute
for urban studies. 

Sec. 111.62. ADMINISTRATION.  Requires the administrative officer of the
center, rather than the institute, to be appointed by the president with
the approval of the board.  Makes conforming changes. 

Sec. 111.63. New heading: ROLE AND SCOPE OF CENTER.  Authorizes the center
to conduct instructional and training programs  according to the policies
of the Texas Higher Education Coordinating Board, rather than the Texas
College and University System.  Makes conforming changes.  
 
Sec. 111.64. CORRELATION OF PROGRAMS.  Makes conforming and nonsubstantive
changes. 

Sec. 111.65. RECEIPT AND DISBURSEMENT OF FUNDS, PROPERTY, AND SERVICES.
Makes a conforming change. 

SECTION 2. Provides that the name of the University of Houston Institute
for Urban Studies is changed to the University of Houston Center for
Public Policy. 

SECTION 3. Effective date: September 1, 1997.

SECTION 4. Emergency clause.
