DIGEST 

Currently, the Pleasantville neighborhood in Houston is seeking the
installation of a noise abasement sound barrier wall to be installed along
the west side of Interstate Highway 610. This bill requires the Texas
Department of Transportation to erect sound barrier walls along certain
sections of Interstate 610 in Houston. 

PURPOSE

As proposed, S.B. 789 requires the Texas Department of Transportation to
erect sound barrier walls 
along certain sections of Interstate 610 in Houston.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Requires the Texas Department of Transportation to erect sound
barrier walls along the west side of Interstate 610 in Houston, with
specific boundaries.  Requires the sounds barrier to be designed to reduce
highway noise for residences located in the vicinity of Interstate 610 on
certain streets in Houston.   

SECTION 2. Emergency clause.
  Effective date:  upon passage.
