DIGEST 

Currently, Texas A&M University-Corpus Christi is not included as a school
in which a foreign student tuition fee does not apply in certain
circumstances. This has created a disadvantage for the university, in its
efforts to work with Mexican universities and qualified Mexican students.
S.B. 815 includes Texas A&M University-Corpus Christi as a school in which
a foreign student tuition fee does not apply in certain circumstances.   

PURPOSE

As proposed, S.B. 815 includes Texas A&M University-Corpus Christi as a
school in which a foreign student tuition fee does not apply in certain
circumstances. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 54.060(b), Education Code, to include Texas A&M
UniversityCorpus Christi as a school in which a foreign student tuition
fee does not apply in certain circumstances.  Makes a nonsubstantive
change. 

SECTION 2. Provides that this Act applies beginning with tuition charged
for the 1997 fall semester. 

SECTION 3. Emergency clause.
  Effective date: upon passage.
