DIGEST 

Currently, the Texas Natural Resource Conservation Commission is required
to study certain issues as agreed in the La Paz Agreement between Mexico
and the United States.  Under Annex III, an agreement dealing with the
regulation of transboundary shipments of hazardous waste and substances,
waste shipped from Mexico to the United States must be disposed of
properly.  This bill requires the commission to study the cost
effectiveness of an electronic tracking system used to track the quantity
of hazardous waste required to be returned to the United States under
terms of the La Paz Agreement. 

PURPOSE

As proposed, S.B. 843 requires the Texas Natural Resource Conservation
Commission to study the cost effectiveness of an electronic tracking
system used to track the quantity of hazardous waste required to be
returned to the United States under terms of the La Paz Agreement. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Requires the Texas Natural Resource Conservation Commission
(commission) to conduct a study of the cost and effectiveness of an
electronic tracking system used to track the quantity of hazardous waste
required to be returned to the United States under terms of the La Paz
Agreement.  Requires the commission to submit a report containing the
results of the study to certain persons, not later than January 15, 1999. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
