DIGEST 

Currently, the law provides for four additional board members to serve on
the governing board of an authority in a municipality with a population of
more than 1.2 million.  This bill provides for the appointment of tow
additional board members in certain metropolitan transit authorities. 

PURPOSE

As proposed, S.B. 954 provides for the appointment of additional board
members in certain metropolitan transit authorities. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 451.501, Transportation Code, by adding
Subsection (g), to provide that in a rapid transit authority (authority)
having a principal municipality with a population of more than 1.2
million, regardless of the percentage of the population of the principal
county that resides in the authority, the governing board of an authority
(board) has six additional members.  Makes a conforming change. 

SECTION 2. Amends Section 451.502, Transportation Code, by amending
Subsection (e) to provide that in an authority having six additional
members, other than an authority that has a principal municipality with a
population of more than 1.2 million, the additional members are appointed
in a certain manner.  Adds Subsection (f), to provide that in an authority
that has a principal municipality with a population of more that 1.2
million, the additional members are appointed in a certain manner.   

SECTION 3. Requires the governmental entities entitled to make appointment
to a board of an authority under Section 451.502(f), Transportation Code,
to make the initial appointments as soon as practicable after the
effective date of this Act. 

SECTION 4. Effective date:  September 1, 1997.

SECTION 5. Emergency clause.
