DIGEST 

Currently, there is no provision for a measure to be adopted regarding
firefighters who are employed by political subdivisions of the state which
have no citizens living within the political subdivision. S.B. 982
requires that a navigation and canal commission located in a county with a
population of 2.2 million or more to employ, supervise, and compensate
fire fighters in accordance with the requirements of Chapters 143A through
F, Local Government Code. 

PURPOSE

As proposed, S.B. 982 requires a navigation and canal commission located
in a county with a population of 2.2 million or more to employ, supervise,
and compensate fire fighters in accordance with the requirements of
Chapter 143A through F, Local Government Code. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 61.174(a), Water Code, to require a navigation
and canal commission located in a county with a population of 2.2 million
or more to employ, supervise, and compensate fire fighters in accordance
with the requirements of Chapters 143A through F, Local Government Code. 

SECTION 2. Effective date: June 3, 1997.

SECTION 3. Emergency clause.
