SRC-JRN S.B. 1042 75(R) BILL ANALYSIS Senate Research Center S.B. 1042 By: Truan Education 4-21-97 As Filed DIGEST Currently, college student exchange programs for students of nations other than the United Mexican States and Canada are non-existent. Overseas experience may provide training needed for Texas students who are preparing for careers in international business. This bill establishes programs with other nations for the exchange of students whereby Texas students gain international experience through reciprocal exchange programs with foreign students. PURPOSE As proposed, S.B. 1042 establishes programs with other nations for the exchange of students whereby Texas students gain international experience through reciprocal exchange programs with foreign students. RULEMAKING AUTHORITY Rulemaking authority is granted to the Texas Higher Education Coordinating Board in SECTION 1 (Section 54.060(c), Education Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 54.060(c), Education Code, to require the Texas Higher Education Coordinating Board to establish programs with other nations for the exchange of students to the extent practicable. Prohibits the foreign student tuition fee prescribed in this chapter from applying to a foreign student participating in an exchange program established under this section. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
