DIGEST 

Currently, Texas A&M University--Kingsville is named to reflect its
affiliation with one of the largest systems of higher education in the
world.  The institution was chartered by the Texas Legislature as South
Texas Normal School in 1917 and opened as South Texas State Teachers
College in 1925.  In 1967 the institution was granted university status
and the name changed to Texas A&I University.  The university became the
nucleus in 1972 for creation of the University System of South Texas which
was composed of Texas A&I, Corpus Christi State University, and Laredo
State University.  S.B. 1044 would change the name of Texas A&I University
to Texas A&M University--Kingsville. 

PURPOSE

As proposed, S.B. 1044 outlines provisions regarding the change of the
name of Texas A&I University to Texas A&M University--Kingsville. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends the heading to Chapter 87D, Education Code, as follows:

 SUBCHAPTER D. New heading: TEXAS A&M UNIVERSITY--KINGSVILLE

SECTION 2. Amends Section 87.301, Education Code, to provide that Texas
A&M University-Kingsville, rather than Texas A&I University is a
coeducational institution of higher education located in the city of
Kingsville.  Makes a conforming change. 

SECTION 3. Amends Section 51.502(1), Education Code, to make a conforming
change. 

SECTION 4. Amends Section 61.003(3), Education Code, to redefine "general
academic teaching institution" and make conforming changes. 

SECTION 5. Amends Section 85.70(c), Education Code, to make conforming
changes. 

SECTION 6. Amends Section 52.291, Natural Resources Code, to set forth
persons, agencies, and entities which are subject to the provisions of
Sections 52.292-52.293 of this code.  Deletes text listing the Board of
Directors of Texas A&I University as subject to the provisions of Sections
52.292-52.293 of this code.  Makes conforming changes. 

SECTION 7. Amends Section 12.1105(e), Parks and Wildlife Code, to delete
text authorizing the Parks and Wildlife Department, when requested by
authorized representatives of the units of University of Texas System, of
the Texas A&I University System and the Pan American University, to
transfer certain marine equipment to be used in carrying out the teaching
and research programs within said institutions. 

SECTION 8. (a) Provides that a reference in law to Texas A&I University
means Texas A&M  University--Kingsville. 

(b) Provides that an appropriation for the use and benefit of Texas A&I
University is available for the use and benefit of Texas A&M
University--Kingsville. 

SECTION 9. Emergency clause.
  Effective date: upon passage.
