DIGEST 

Currently, there is waiver for needy Mexican students at general academic
institutions in Texas. However, students in lower-division courses at
partnership institutions such as the University of Texas-Brownsville are
not covered.  S.B. 1056 provides that the foreign student tuition fee does
not apply to persons who register for lower-division courses at a
community or junior college having a partnership agreement pursuant to
Chapter 51N, Education Code, with an upper-level university and both
institutions are located in the county immediately adjacent to the nation
in which the foreign student resides. 

PURPOSE

As proposed, S.B. 1056 provides that the foreign student tuition fee does
not apply to persons who register for lower-division courses at a
community or junior college having a partnership agreement pursuant to
Chapter 51N, Education Code, with an upper-level university and both
institutions are located in the county immediately adjacent to the nation
in which the foreign student resides. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 54.060(b), Education Code, to provide that the
foreign student tuition fee does not apply to persons who register for
lower-division courses at a community or junior college having a
partnership agreement pursuant to Chapter 51N, Education Code, with an
upper-level university and both institutions are located in the county
immediately adjacent to the nation in which the foreign student resides. 

SECTION 2. Provides that this Act applies beginning with the fall semester.

SECTION 3. Emergency clause.
  Effective date: upon passage.
