SRC-AAA S.B. 1093 75(R) BILL ANALYSIS Senate Research Center S.B. 1093 By: Wentworth Finance 3-20-97 As Filed DIGEST Currently, the Texas Tuition Assistance Grant program relies on biennial appropriations from the legislature. This bill would dedicate 5 percent of lottery proceeds to fund the program. PURPOSE As proposed, S.B. 1093 would dedicate 5 percent of lottery proceeds to fund the Texas Tuition Assistance Grant program. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 56.108, Education Code, to provide that Texas tuition grants are payable from certain sources. Deletes Subsection (b). Makes a conforming change. SECTION 2. Amends Section 466.355(g), Government Code, to authorize money in the state lottery account to be used for certain purposes, including the balance, after creation of a reserve, to be transferred on or before the 15th day of each month, including 5 percent to the credit of a special account in the general revenue fund to be used to fund tuition assistance grants under Chapter 55G, Education Code and the remainder to the unobligated portion of the general revenue fund. SECTION 3. (a) Effective date: September 1, 1997. (b) Requires state lottery revenue to be transferred to the special account for funding tuition assistance grants beginning with the transfers made under Section 466.355(b), Government Code, a amended by this Act, in the month in which this Act takes effect. SECTION 4. Emergency clause.
