PMWJ S.B. 1174 75(R)BILL ANALYSIS JUDICIAL AFFAIRS S.B. 1174 By: Fraser (Keffer) 4-28-97 Committee Report (Unamended) BACKGROUND Currently, Stephens and Young counties are served by one district judge and one district attorney who impanel juries on varied months set out in Section 24.192(c), Government Code. The judge and attorney may more efficiently impanel grand juries on a regular basis. This bill would provide for two terms of the court beginning on the first Monday in January and July, rather than the current four terms of court in alternative months. PURPOSE S.B. 1174 provides that the terms of the 90th District Court, serving Stephens and Young counties, begin on the first Mondays in January and July. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1 amends Section 24.192(c), Government Code, to provide that the terms of the 90th District Court begin on the first Mondays in January and July, rather than on the first Mondays in January, April, July, and October in Stephens County and on the first Mondays in March, June, September, and December, in Young County. SECTION 2. Effective date. SECTION 3. Emergency clause.
