DIGEST 

Currently, easier access to the Texas Register through the Internet is
reducing subscription rolls. Consequently, the primary revenue source of
this publication has been reduced.  If the Texas Register were required to
be published only 52 times a year, instead of 100 times a year, production
cost would decrease.  For example, if this were the case for fiscal year
1996, the secretary of state would have saved $10,000 in postage.
Additionally, there may be cost savings through greater competition for a
printing contract involving only 52 issues a year, rather than a 100
issues a year.  Such competition may lead to more bids and, subsequently,
lower bids.  S.B. 1177 would require the secretary of state to publish the
Texas Register at a regular interval at least 52 times each calender year. 
  
PURPOSE

As proposed, S.B. 1177 requires the secretary of state to publish the
Texas Register at a regular interval at least 52 times each calender year.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 2002.013, Government Code, to require the
secretary of state to publish the Texas Register at regular intervals, but
not less often than 52, rather than 100, times each calender year. 

SECTION 2. Effective date: September 1, 1997.

SECTION 3. Emergency clause.
