SRC-TNM S.B. 1260 75(R) BILL ANALYSIS Senate Research Center S.B. 1260 By: Barrientos Intergovernmental Relations 4-18-97 As Filed DIGEST Currently, the City of Austin must pay a portion of the contributions otherwise payable to the Austin Firefighters' Relief and Retirement Fund (fund) by individual firefighters. S.B. 1260 would allow the City of Austin to increase its contribution to the fund and at the same time decrease the contribution made by the member by the same amount. PURPOSE As proposed, S.B. 1260 outlines provisions regarding contributions to retirement systems for firefighters in certain municipalities. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 10.01, Article 6243e.1, V.T.C.S., to delete text regarding municipal contributions. Authorizes the governing body of each municipality to authorize the municipality to contribute a portion of the contribution required of each firefighter under this section. Requires the municipality to appropriate and contribute to the Austin Firefighters' Relief and Retirement Fund (fund) each month at the higher percentage of compensation necessary to make all contributions required and authorized to be made by the municipality under this section and requires each individual firefighter's account with the fund to be credited each month as if the firefighter had made the entire contribution required of that firefighter under Subsection 10.01(b). Makes conforming changes. SECTION 2. Effective date: October 1, 1997. SECTION 3. Emergency clause.
