DIGEST 

Currently, staff development programs are required to include training in
technology, conflict resolution and discipline strategies.  However, staff
development programs are not required to address state and local
requirements regarding discipline policies and procedures, or instruction
of students with disabilities in classrooms.  This bill requires staff
development programs in public schools to include training in technology,
implement certain local policies, and relate strategies to instructing
students with disabilities.   

PURPOSE

As proposed, S.B. 1270 requires staff development programs in public
schools to include training in technology, implement certain local
policies, and relate strategies to instructing students with disabilities. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 21.451(a), Education Code, to require staff
development provided by a school district to include training in
technology, the implementation of local policies relating to Chapter 37A,
and strategies for instructing students with disabilities.  Makes a
nonsubstantive change. 

SECTION 2. Provides that this Act applies beginning with the 1997-1998
school year. 

SECTION 3. Emergency clause.
  Effective date: upon passage.
