SRC-SLL S.B. 1271 75(R)BILL ANALYSIS Senate Research CenterS.B. 1271 By: Armbrister State Affairs 4-7-97 Committee Report (Amended) DIGEST Currently, there no group sanctioned by statute, requiring participation by all significant agencies, or making recommendations to the legislature on statewide efforts and improvements in the area of human resources. The Texas Performance Review recommended changes to streamline the organizational structures of state agencies and the creation of a Human Resource Task Force. This bill will create the Human Resource Task Force and provide regulations to streamline the organizational structures of state agencies. PURPOSE As proposed, S.B. 1271 creates the Human Resource Task Force and provides regulations to streamline the organizational structures of state agencies. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 722, Government Code, by adding Section 772.0031, as follows: Sec. 772.0031. HUMAN RESOURCE TASK FORCE. Sets forth the composition of the Human Resource Task Force (task force). Provides that certain representatives serve as nonvoting members of the task force. Provides that the representative of the governor's office serves as the presiding officer of the task force. Provides that a member of the task force is not entitled to compensation but is entitled to reimbursement of travel expenses incurred by the member while conducting the business of the task force. Provides that the appointing entity is responsible for the reimbursement of the entity's appointee. Requires the member entities of the task force to provide the staff for the task force. Sets forth the duties of the task force. Requires the task force, not later than December 1, 1998, to submit to the legislature a report on the task force's recommendations and a draft of a "best practices" personnel manual. Provides that this section expires and the task force is abolished on September 1, 1999. SECTION 2. Amends Chapter 651, Government Code, by adding Section 651.004, as follows: Sec. 651.004. MANAGEMENT-TO-STAFF RATIOS. Authorizes a state agency to develop procedures for use in achieving a management-to-staff ratio of one manager for each 11 staff members. Defines "state agency." SECTION 3. Amends Sections 2052.103(a) and (b), Government Code, to require a report filed with the state auditor to include certain information regarding staffing. Makes a conforming change. SECTION 4. Effective date: September 1, 1997. SECTION 5. Emergency clause. SUMMARY OF COMMITTEE CHANGES Amendment 1. Amends SECTION 2, Section 651.004(a), Government Code, by striking "shall" and inserting "may." Amendment 2. Amends SECTION 3, in proposed Section 2052.103(b)(1), Government Code (line 22, page 4) by striking "annotated."
