SRC-AAA S.B. 1321 75(R) BILL ANALYSIS Senate Research Center S.B. 1321 By: Barrientos Finance 4-22-97 As Filed DIGEST Currently, the Early High School Graduation Scholarship Program administered by the Texas Higher Education Coordinating Board offers $1000 scholarships to students who graduate from Texas public high schools in three years. This bill establishes guidelines regarding the transfer of funds from the Texas Education Agency to the Higher Education Coordinating Board for the Early High School Graduation Scholarship Program. PURPOSE As proposed, S.B. 1321 establishes guidelines regarding the transfer of funds from the Texas Education Agency to the Higher Education Coordinating Board for the Early High School Graduation Scholarship Program. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 56.207, Education Code, to delete Subsection (a) relating to actions of the Texas Higher Education Coordinating Board (coordinating board). Provides for a transfer from the Foundation School Program to pay each institution of higher education eligible under Section 56.206(c), Education Code, to receive reimbursement for the state tuition credit applied by the institution during the period covered by the report, rather than reimbursing the coordinating board for amounts disbursed in payment of state tuition credits. Requires the coordinating board to distribute the funds to each eligible institution. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
