SRC-MAX S.B. 1334 75(R) BILL ANALYSIS Senate Research Center S.B. 1334 By: Ellis State Affairs 4-9-97 As Filed DIGEST Currently, the chairman of the governor for a day ceremony or the speaker's reunion day ceremony is required to file a report with the secretary of state. This bill transfers the duties relating to the filing of Governor for a Day and Speaker's Reunion Day reports from the secretary of state to the Texas Ethics Commission. PURPOSE As proposed, S.B. 1334 establishes criteria for fundraising for governor for a day and speaker's reunion day ceremonies. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 303.005(a), Government Code, to require the chairman of the governor for a day ceremony or the speaker's reunion day ceremony to file with the Texas Ethics Commission (commission), rather than the secretary of state, a report indicating certain information. SECTION 2. Amends Section 571.030(b), Government Code, to authorize the money in the state ethics fund to be appropriated only to the commission to administer and enforce Chapter 303, Government Code. SECTION 3. Amends Section 571.061(a), Government Code, to require the commission to administer and enforce Chapter 303, Government Code. SECTION 4. Amends Section 571.091(a), Government Code, to make conforming changes. SECTION 5. Effective date: September 1, 1997. SECTION 6. Requires the secretary of state to transfer to the Texas Ethics Commission each final report filed with the secretary of state under Section 303.005(a), Government Code, as that section existed before amendment by this Act, that indicates that there is outstanding debt and as to which a supplemental report under Section 303.005(b), Government Code, has not been filed with the secretary of state not later than September 15, 1997. Requires a person required to file a supplemental report under Section 303.005(b), Government Code, who filed a final report under Section 303.005(a), Government Code, as that section existed before amendment by this Act, with the secretary of state to file the supplemental report with the Texas Ethics Commission. SECTION 7. Emergency clause.
