SRC-TNM S.B. 1357 75(R) BILL ANALYSIS Senate Research Center S.B. 1357 By: West Education 4-4-97 As Filed DIGEST Currently, Texas law provides for authorities of cities and counties to provide compensation to elected officials. However, current law prohibits school board trustees from receiving compensation for services rendered. S.B. 1357 would allow school board trustees to receive a stipend of no more than $500 annually, provided local voters approve. PURPOSE As proposed, S.B. 1357 outlines provisions regarding compensation of school district trustees. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 11.061(d), Education Code, to provide that the school board trustees serve without compensation unless compensation of a specified amount, not to exceed $500 annually, is approved by a majority of the votes cast at an election held by the district. Prohibits the trustees from holding an election solely for the purpose of submitting a measure on trustee compensation to the voters. Sets forth instances in which a trustee is prohibited from receiving compensation, notwithstanding this subsection. SECTION 2. Emergency clause. Effective date: upon passage.
