SRC-AAA S.B. 1377 75(R) BILL ANALYSIS Senate Research Center S.B. 1377 By: Ellis Jurisprudence 4-3-97 As Filed DIGEST Currently, there is no program which places child support matters on the Internet or other methods of publicly disseminating child support matters. This bill would require certain child support matters to be placed on the Internet and other public methods of dissemination. Additionally, this bill provides for rewards for information which leads to the collection of child support owed by a person in arrears. PURPOSE As proposed, S.B. 1377 provides that certain child support matters to be placed on the Internet and other public methods of dissemination, and provides for rewards for information which leads to the collection of child support owed by a person in arrears. RULEMAKING AUTHORITY Rulemaking authority is granted to the Title IV-D agency in SECTION 2 (Section 231.308(b), Family Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 231B, Family Code, by adding Sections 231.115 and 231.116, as follows: Sec. 231.115. INFORMATION ON INTERNET. Requires certain child support matters to be placed on the Internet. Sec. 231.116. OTHER METHODS OF DISSEMINATING PUBLIC INFORMATION. Requires certain other methods of disseminating obligors who are in arrears for child support to the public. SECTION 2. Amends Chapter 231D, Family Code, by adding Sections 231.307 and 231.308, as follows: Sec. 231.307. PUBLIC IDENTIFICATION OF CERTAIN OBLIGORS. Requires a Title IV-D agency to develop a program to publicly identify persons in arrears for child support. Sets forth the requirements of the program. Sec. 231.308. REWARDS FOR INFORMATION. Authorizes rewards for information which leads to the collection of child support owed by a person in arrears. Requires the Title IV-D agency to adopt rules relating to awards. Requires a reward to be paid from the child support retained collections account. SECTION 3. Emergency clause. Effective date: upon passage.
