DIGEST 

Currently, there is no funding for the operation of a program to promote
the naturalization of legal permanent immigrants and  for temporary
emergency aid to certain immigrants. S.B. 1420 provides that any
unobligated balance remaining August 31, 1997, in the general revenue fund
appropriation made to the Texas Department of Criminal Justice is
reappropriated to the Texas Department of Human Services for the biennium
beginning September 1, 1997, for the purpose of providing services to
promote the naturalization of legal immigrants and to provide temporary
emergency aid to certain immigrants. 

PURPOSE

As proposed, S.B. 1420 provides that any unobligated balance remaining
August 31, 1997, in the general revenue fund appropriation made to the
Texas Department of Criminal Justice is reappropriated to the Texas
Department of Human Services for the biennium beginning September 1, 1997,
for the purpose of providing services to promote the naturalization of
legal immigrants and to provide temporary emergency aid to certain
immigrants. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Provides that any unobligated balance remaining August 31,
1997, in the general revenue fund appropriation made to the Texas
Department of Criminal Justice is reappropriated to the Texas Department
of Human Services for the biennium beginning September 1, 1997, for the
purpose of providing services to promote the naturalization of legal
immigrants and to provide temporary emergency aid to certain immigrants. 

SECTION 2. Effective date: September 1, 1997.

SECTION 3. Emergency clause.
