SRC-HRD S.B. 1422 75(R) BILL ANALYSIS Senate Research Center S.B. 1422 By: Ratliff Finance 4-2-97 As Filed DIGEST Currently, the Higher Education Coordinating Board (board) is required to review and revise formulas for the use of the governor and the Legislative Budget Board in making appropriations recommendations to the legislature for all institutions of higher education. The board must use a process of committee review and expert testimony and analysis in studying the funding formulas. S.B. 1422 would provide the board with an additional three months before each legislative session to notify the higher education institutions, the governor, and the Legislative Budget Board of the formulas to be used in making appropriation requests for the next biennium. PURPOSE As proposed, S.B. 1422 provides the Higher Education Coordinating Board (board) with three additional months before each legislative session to notify the higher education institutions, the governor, and the Legislative Budget Board of the formulas designated by the board to be used by the governor and the Legislative Budget Board in making appropriation requests for institutions of higher education. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 61.059, Education Code, to require the Higher Education Coordinating Board, not later than June 1, rather than not later than March 1, of every evennumbered calendar year, to notify the governing boards and officers of institutions of higher education and university systems, the governor, and the Legislative Budget Board of formulas to be used in making appropriation requests.
